Poverty Reduction Strategy Implementation – Local Initiatives Programme

The Poverty Reduction Strategy (PRS) implementation process aims at integrating measures laid out in the PRS document into the regular planning, budgeting and implementation systems of the Government and other partners taking part in the process. One of the main principles of the process is the PRS implementation at the local level.

The Deputy Prime Minister's Poverty Reduction Strategy Implementation Focal Point has initiated a programme titled Poverty Reduction Strategy Implementation – Local Initiatives. The aim of the Programme is to establish and strengthen coalitions, partnerships and networks at the local level as a contribution to the implementation of the Poverty Reduction Strategy. Specific objectives of the programme are:

  1. Stimulate small and underdeveloped municipalities to be proactive and visible in the PRS implementation process;

  2. Support local level partners to develop efficient PRS implementation models which do not exert additional financial resources, but use existing resources in a most efficient manner;

  3. Ensure active participation of key local level actors (municipalities, NGO, business sector) in the PRS implementation;

  4. Inform Serbian citizens on objectives of the Poverty Reduction Strategy and results of its implementation.

The Programme envisages the implementation of 10 projects submitted by non-government organizations in partnership with local authorities, labor unions, business entities and all other partners who shall be working together on the promotion and support for the PRS implementation at the local level. The programme contains two budget lines (Programmatic line A and Programmatic line B) which shall be implemented in Serbian municipalities depending on the development level, and various capacities and resources of the municipalities.

The Programme shall be managed by the Programme Management Unit (PMU).

External monitoring and evaluation shall be performed by an expert technical team.

The Poverty Reduction Strategy Implementation – Local Initiatives Programme, its funds amounting to EUR 200,000, is financed by the resources provided by the Department for International Development of the United Kingdom for the Government of Serbia to oversee and coordinate the Poverty Reduction Strategy implementation.
