The Deputy Prime Minister's Poverty Reduction Strategy Implementation Focal Point:

The Deputy Prime Minister's Poverty Reduction Strategy Implementation Focal Point, together with Ministry of Finance and national and international partners taking part in the implementation of the Strategy, has prepared the fifth edition of the Review of Potential Domestic and Foreign Funding Opportunities, intended for NGOs, Local Governments, SME and Entrepreneurs in Serbia. The Review aims to contribute to higher awareness of all partners and shall provide insight into resources for implementing various program and project activities placed at disposal of non-government organizations, municipalities, small and medium-sized enterprises, entrepreneurs and individuals.

The Review provides an answer to a frequently asked question in the whole of Serbia: who should a concrete project proposal be submitted to. In this regard, the Review provides assistance to those who already know what they need what changes they wish to attain and what steps should be taken so as to achieve them. For that reason, our intention is to regularly publish updated versions of the Review with the latest information, and distribute it to a large number of stakeholders.

We have given our best to make the Review as informative and practical as possible, and for it to be a useful guide for raising funds from domestic and international donors and state institutions.

We are hoping that fifth edition of the Review of Potential Domestic and Foreign Funding Opportunities shall fulfill its purpose and prove to be additional stimulation for the involvement of all beneficiaries who may contribute to the implementation of recommendations of the Poverty Reduction Strategy in Serbia and the improvement of the quality of life of its citizens.

The road from defining objectives to their realization comprises a number of interconnected stages. Following the distinct definition of strategic objectives, it is necessary to transform these objectives to operational plans, establish projects defining consistent and comprehensive plans of activities oriented towards the realization of specific objectives, within a time and budget framework. One of the key stages is the identification of financial resources for the implementation of thus defined projects.

Donor resources are not only limited, but also have to be sought at different addresses and used under different conditions which not many people are acquainted with in detail. Therefore, the initiative of the Deputy Prime Minister's Poverty Reduction Strategy Implementation Focal Point, which attempts to provide an overview of potential resource for which non-government organizations, local governments, small and medium-sized enterprises and entrepreneurs may apply directly, represents valuable assistance to numerous social partners for the realization of their initiatives.

Fight against poverty and mitigation of its far-reaching consequences on many people, who may not on their own and without assistance hope for a better life, is a very difficult task. It is easier if burden is shared among social partners – state bodies and institutions and social organizations and citizen associations. We expect that simple information on donors and learning about conditions for submitting projects shall contribute to a faster and more efficient implementation of good projects and initiatives in favor of the most disadvantaged.

We hope that an efficient tool has been developed which shall facilitate the identification of needs and enable efficient linking with donors. We hope that better accessibility and knowledge of donors shall result in new ideas, initiatives and projects clearly directed at solving the problem of poverty in most deprived communities.

Program Title

American – Serbia & Montenegro Youth Leadership Exchange

Aim of the program/project
The program will enable students to learn about civic responsibility and community activism, to see firsthand how democracy is practiced in the US, as well as to educate Americans about their country and culture. All participants will live with American host families throughout the United States and attend American high schools.

Areas of Assistance
A-SMYLE will award 50 scholarships to secondary school students from Serbia for the 2009-2010 Academic Year. All scholarship recipients will be provided with round trip travel from their home to the United States and back, and an allowance for living expenses. They will receive medical insurance, excluding pre-existing conditions.

Program Title

Junior Faculty Development Program

Aim of the program/project

The primary and distinct goal of the JFDP is to provide university instructors from Serbia with training in their academic fields. Participants in the JFDP are also encouraged to forge relationships between U.S. universities and their home universities, in order to support ongoing contact and collaboration. JFDP Fellows work closely with faculty mentors from host universities in the United States to develop their knowledge in their fields of study, to gather new academic materials and resources, to garner new educational perspectives, and to enlighten U.S. faculty and students on education and life in their home countries. Throughout their stay in the United States, JFDP Fellows observe and listen to courses, attend academic conferences, and may be invited to teach or co-teach classes at a U.S. university. Fellows do not earn academic degrees, credits or transcripts through the JFDP, and must return to their home countries after completing the program.

Program Title

Linking Citizens with Government and Regional Cooperation and Collaboration

Aim of the program/project

Linking Citizens with Government provides grants to local and national organizations working to improve citizen engagement with government, encourage participatory decision-making and problem-solving, active citizenship, political reform, civic education, monitoring of government performance and other creative and effective projects related to democratic consolidation; and

Regional Cooperation and Collaboration,  which fit the criteria above but are aimed at  projects that foster cross-border and region-wide efforts to share best practices, address common problems of democratic development, and build networks among governments, NGOs, civic initiatives, or other institutions working to improve understanding and cooperation throughout the region.

Program Title

The British Embassy in Serbia, in co-ordination and co-operation with other key international organizations and diplomatic missions, works with (national) governmental and non-governmental partners in managing a portfolio of strategic reform projects.

These projects are aimed at assisting Serbia on her way towards EU membership and internal and regional stabilization, as guided by the FCO’ strategic objectives and specific programme frameworks.

Aim of the program/project

The British Embassy Belgrade seeks to implement policy-setting and strategic projects, leading to sustainable reform processes. We welcome co-operation proposals presented as brief concepts in the form presented at the website. 

The flagship program the Embassy operates is the Strategic Program Fund – Reuniting Europe : program objectives are aligned with the key EU accession criteria. Exhaustive information is available at the program’s central page.

UK Government is committed to regional stabilization, reconciliation and coming to terms with the regions conflict-ridden recent past, and improvements of minority-majority relations. “Modus operandi” for the Embassy’s project work implies close and interactive relations with relevant partners in project identification and design. Once a viable proposal has been produced, the Embassy applies for funding at central level (London-based programme units). Program Title

CEI Climate Fund

Aim of the program/project

The objective of the Fund is to promote projects in the area of climate and environment protection in the non-EU CEI Member States. Fund will be financing from the Czech Republic. The CEI Climate Fund will be used for projects in the area of climate and environment protection, to the benefit of the non-EU CEI Member States: Albania, Belarus, Bosnia and Herzegovina, Croatia, Macedonia, Moldova, Montenegro, Serbia and Ukraine.

Areas of Assistance

In particular, it will support activities conducive to:

  • Increasing  energy efficiency 
  • Improving and disseminating environmentally friendly technologies
  • Fostering research and development in the area of renewable energy
  • Rendering new technologies of sustainable energy use economically viable
  • Supporting the transfer of transport of both persons and goods to more energy efficient modes of traffic
  • Sanitation of old ecological burdens

·         Waste management

  • Drinking water supply, water management

·         Raising awareness for reaching these goals in terms of  training and educational measures.

Eligible activities:

The following type of activities apply: feasibility studies, development plans, audits, expert analysis, consulting, exchange of staff, expert meetings, study tours and trainings, know-how transfer,  research grants, small climate and energy relevant technical improvements etc. Activities which prepare the ground for lending of International Financial Institutions or other development banks will be supported on a preferential basis.

Beneficiaries of the activities have to be the CEI countries which are not EU Member States (listed above).

All public and private sector bodies, as well as non-governmental organisations (NGOs), operating in the public interest, from one of the 18 CEI Member States, can apply for funding. International organisations are also eligible to apply.

Application procedures and deadlines

The Application Form should be submitted in electronic form and sent to the following E-mail address: gostisa@cei-es.org. One copy of the application form should be sent to the CEI National Coordinator of the country where the applicant is based. A list of CEI National Coordinators is available at the CEI website, Chapter 9.5. Applicants wishing to apply for this Call for Proposals should submit a complete application form by 30 September 2008. Project implementation should not start before 1 January 2009.

Minimum-maximum amount for funding

The contribution from CEI Climate Fund cannot exceed 40.000 Euro. The Committee of Donors has set the maximum co-financing rate for projects submitted under this Call for Proposals to up to 75% of total project cost. The remaining co-financing needs to be secured from the applicant’s own funding.

Program Title

CEI Co - operation Found

Aim of the program/project

In order to facilitate the implementation of programmes and projects either organised or sponsored by the CEI, the Ministers of Foreign Affairs at their meeting held in Milan in June, 2001 decided upon the establishment of a CEI Co-operation Fund. On that occasion an annual budget of EUR 300.000, covered by annual contributions from all CEI Member States according to their national income, was approved.

Program Title

CEI Trust Fund

Aim of the program/project

The mission of the CEI Project Secretariat (CEI-PS, based in Trieste as well as at the headquarters of the European Bank for Reconstruction and Development in London), is to assist the countries of operation of the CEI to move forward in their economic and political transition process through the advancement of strategies conducive to better policy dialogue as well as through financial support leading to the sponsoring of specific project assignments and development programmes. The CEI Trust Fund, managed at the EBRD within the Official Co-financing Unit, the department that specifically deals with technical cooperation, grant-type financing and official co-financing with donor agencies, is available for this purpose.

Technical Cooperation (TC) linked to Investment Projects and Development Programmes

Through its Trust Fund at the European Bank for Reconstruction and Development, the CEI Project Secretariat promotes and supervises co-operation on investment projects alongside EBRD investments in a number of areas, including agriculture, transport, energy, SMEs, municipal infrastructure and services, banking, insurance, institutional and capacity building and are specifically aimed at strengthening the transfer of know-how, promoting reforms, economic transition and the use and introduction of modern technologies.

CEI Know-how Exchange Programme (KEP)

Since 2004, the Trust Fund has been providing funds for projects implemented under the Know-how Exchange Programme (KEP). The programme offers co-financing of development assistance projects carried out between CEI Member States, in such areas and sectors as public administration, procurement, agriculture, SME development, FDI promotion, and others.

Projects shall have an economic background, covering economic transition or institution building in areas related to the European economic integration.
Each project must be carried out by using various tools of know-how transfer (e.g. study tours, secondment of staff, surveys, preparation of manuals, etc.) in a combination which promises successful implementation of the given know-how in the recipient institution.

Project applications should focus on the priority areas for action set for 2008. These areas mostly comply with development assistance priorities of most of the CEI-EU Member States:

  1. European Integration, Capacity Building and Market Economy 

      2.  Infrastructure Planning and Development Agriculture, Energy and Environment

CEI Co-operation Activities (international events, workshops and seminars)

In the past the Trust Fund at the EBRD used to promote and assist the planning, financing and realisation of a number of Co-operation Activities, with a strong focus on economic and investment subjects such as agriculture, energy, environment, SMEs and transport.

The programme is open to all public and private sector bodies, international and non-governmental organisations (NGOs) operating in the public interest and being registered in a CEI Member States belonging to the European Union.

Application procedures and deadlines

In order to ease twinning with other donors’ programmes, applications are accepted round the year (subject to the availability of funds). Applications are subject to the evaluation of the CEI Secretariat and to the approval of the Committee of National Co-ordinators (CNC). Applicants shall note that the evaluation process will take between 1 and 2 months in the majority of cases.

Minimum-maximum amount for funding

Funding is provided from the Italy-sponsored CEI Trust Fund at the European Bank for Reconstruction and Development (EBRD) and from the Austrian Development Agency. The CEI offers co-financing of up to 50% of the total project cost and up to 40.000 Euro per project.

All prospective applicants should review the mission, program areas, geographic range, and available funding for the Foundation's programs before making initial contact.

Our grant making is carried out in three ways:

  • We request proposals from organizations with which we have been in contact.
  • We send out occasional requests for proposals (RFPs) that address a specific issue or area of interest.
  • We accept unsolicited requests for projects that fall within our program priorities and guidelines.

Because available funding is limited, letters of inquiry are strongly preferred for unsolicited ideas or projects. Such letters should include a brief description of the project, the funding needed and the time period.

Both general-purpose and project-specific requests are considered. In addition, both single- and multi-year proposals are acceptable.

Program Title

Social Transition in Serbia

Program is implemented in partnership with Balkan Community Initiatives Fund (Look up BCIF in the document).

Aim of the program/project

Grant program Social Transition in Serbia aims to support the process of transition of social care by providing funding to local community-based, non-governmental, non-profit organizations that pro-actively and creatively address social care problems.

Areas of Assistance

Projects should address needs of socially vulnerable groups including: children and adults with disabilities, HIV positive persons and AIDS patients, children and adults with behavioral disorders, individuals suffering from addictions, the elderly, single mothers, women and children - victims of family violence, the homeless, children without parental care, ex-convicts, ethnic minorities, refugees and IDPs etc. regardless of national, religious and gender background. Investments in tangible matters such as renovation and purchase of buildings, furnishing or equipping of spaces to be used for target groups mentioned below, will be considered for support as well.

National and international organizations located outside of the community in question can act as partner organizations to applicants but cannot benefit from the grant or be the grant recipient. Support will not be given for projects with budgets that cover only institutional support for organizations, scholarships, research, printing of publications that are not an integral part of a project. Neither does the program support international travel, study trips, religious topics, and humanitarian aid.

Specific requirements

The project needs to offer solutions that will contribute to positive changes in the current social care system and promote and introduce alternative methodologies and treatments in social service provision (both action and prevention). Priorities will be given to initiatives that:

- can offer a model for others;

- actively involve target groups in realization of activities and promote self-help approaches;

- promote local partnerships and cross-sector cooperation;

- build capacities of local NGOs with significant influence in local community development.

Program Title

Transformation Cooperation Concept

Aim of the program/project

Transformation cooperation dwells in the promotion of democracy and the defense of human rights, it focuses on the establishment and reinforcement of democratic institutions, the rule of law, civil society and the principles of good governance through education, spread of information, views and experience, in particular experience in the field of nonviolent resistance to the totalitarian system and the subsequent process of social transformation, experience of the Czech Republic and other countries of Central and Eastern Europe gained in the 1980s and 1990s.

Transformation cooperation is targeted on countries of priority interest of the foreign policy of the Czech Republic. Its major characteristic feature is, however, systematic cooperation with civil society groups and nongovernmental organizations while contacts with the government authorities in the recipient countries may be deliberately excluded.

In that manner they will obtain a public platform for securing higher attention of the public and popularization of their activities. Instrument for pre-accession assistance (IPA)

The European Agency for Reconstruction's task was to manage the European Union's main assistance programmes (CARDS program) in Serbia (Montenegro, UN-administered Kosovo) and the Former Yugoslav Republic of Macedonia.

Having made the decision to replace the pre-accession funds with the new instrument for pre-accession (IPA), The European Commission, together with the state administration becomes authorized institution in managing the EU pre-accession funds for the period 2007-2013. The new instrument for pre-accession assistance aims to increase the capacity of the state administration, encourage social economic development, and respond to the needs of stabilization and accession process.

 

IPA is made up of five specialized components: a) transitional assistance and institution building  b)cross-border cooperation, c) regional development, d) human resources development, e) rural development.

Components 1 and 2 target the countries, which are potential candidates, while components 1 to 5 target the candidate countries. Republic of Serbia, as well as the other countries, potential candidates for EU membership, will be given an opportunity to use the funds from the first two components. It is also possible to finance the programs/projects from components three, four and five through the first component. The reason for such division between candidates and potential candidates is the lack of appropriate capacities in the potential candidate counties, in managing all the components.

The Decision of the Government of the Republic of Serbia as of May 31, 2007 nominated the Deputy Prime Minister in charge of European Integrations as the national IPA coordinator (NIPAK). The DACU of the Ministry of Finance was determined as the NIPAK Secretariat. The Government adopted the Action Plan for Programming International Assistance in 2008, including the Action Plan for Programming IPA Funds in 2009.

The financial frame for IPA amounts to €11.468 billion, which is the amount allocated by EU member states for aid in 2007 till 2013. More of that on:

Cross border programmes

The Cross border Programmes are instrument of the European Union for support and promotion of cross-border co-operation outside of EU borders.  The Programmes focus on promotion of sustainable economic and social development, protection of the environment, fight against organized crime, improvement of border control and promotion of “people-to-people” actions.

The Programmes aim at reducing differences in the levels of development between regions outside of the EU external borders, and at promoting cooperation between local communities as well as in the area of culture. The calls for proposals follow European Union rules for external aid programmes. The funds are distributed through so-called grant scheme mechanisms that enable direct financial grants to beneficiaries. Each programme has its priorities and limitations under which applicants can submit their proposals.

Ministry of Finance, Department for cross border cooperation, is a national institution in charge of programme coordination and implementation, whereas Delegation of the European Commission is Contracting Authority. Local offices have been open in order to facilitate coordination and activities at the local level.

Program Title

European Instrument for Democracy and Human Rights (EIDHR)

Aim of the program/project

The general objectives of the new financing instrument, as defined by the EIDHR Regulation, are to contribute to the development and consolidation of democracy and the rule of law and respect for all human rights and fundamental freedoms, within the framework of the Community’s policy on development cooperation and economic, financial and technical cooperation with third countries and to be consistent with the European Union’s foreign policy as a whole.

On the basis of EIDHR Regulation, the European Commission has drawn up and adopted a Strategy Paper for the period 2007-2010. The Strategy Paper, which is the basis for the implementation of the EIDHR, identifies five distinct objectives:

1)   Enhancing respect for human rights and fundamental freedoms in countries and regions where they are most at risk;

2)   Strengthening the role of civil society in promoting human rights and democratic reform, in supporting the peaceful conciliation of group interests and in consolidating political participation and representation;

3)   Supporting actions on human rights and democracy issues in areas covered by EU Guidelines, including on human rights dialogues, on human rights defenders, on the death penalty, on torture, and on children in armed conflict;

4)   Supporting and strengthening the international and regional framework for the protection of human rights, justice, the rule of law and the promotion of democracy;

5)   Building confidence in and enhancing the reliability and transparency of democratic electoral processes, in particular through election observation.

PROGRESS – Programme for employment and social solidarity of the European Community

Aim of the program/project

To enable the European Community to perform its tasks and execute authorizations it was entitled by Constituent Agreements, in the scope of competences in the domain of employment and social affairs. The main aim of the Programme is to deliver financial assistance for achievement of aims of the Social Agenda 2005-2010, the key EU document in the domain of employment and social policy, on the basis of which the Union defined its general strategic aim to be the increase in the number and quality of work posts and equal opportunities for all categories of the society.

Awarded amounts are mainly in the range between 350 to 500 thousand EUR.

Limitations

Depending on specifications of the concrete tender or competition, participation of subjects from the Republic of Serbia is/is not allowed. Also, data collection for preparing studies and reports mainly encompasses just the EU territory, and sometimes all participant countries in PROGRESS.

Specific requirements

Applicants, legal entities, are sometimes required that the level of fluctuation of funds on the account in the past financial year should be equivalent to the value of the project. Besides, the European Commission is financing not more than 80 percent of the value of the project, while the applicant must submit evidence of secured co-financing amounting to 20 percent of the project.

Youth in Action Programme 2007-2013

The European Commission, the European Parliament and the Member States of the European Union have agreed to establish the Youth in Action Programme, which puts into effect the legal framework to support non-formal learning activities for young people It will run from 2007 to the end of 2013.

Aim of the program/project

The general objectives stated in the legal basis of the Youth in Action Programme are the following:

• Promote young people’s active citizenship in general and their European citizenship in particular;

• Develop solidarity and promote tolerance among young people, in particular in order

to foster social cohesion in the European Union;

• Foster mutual understanding between young people in different countries;

• Contribute to developing the quality of support systems for youth activities and the

capabilities of civil society organizations in the youth field;

• Promote European cooperation in the youth field.

The Youth in Action Programme addresses young people aged between 13 and 30 who are legally resident in one of the Programme Countries or, depending on the nature of the Action, in one of the Partner Countries, as well as other actors in the field of youth and nonformal education. The main target group of the Programme is young people between 15 and 28 years. The Programme is open to all young people independently of their level of education or social and cultural background.

Kosovo Community Reconciliation Program

Aim of the program/project

The Freedom House Kosovo Community Reconciliation Program is focused on civil society efforts aimed at achieving stable multi-ethnic communities and contributing to lessening ethnic tensions in Kosovo, generating changes and reforms to advocate for reconciliation. It provides financial assistance, training, networking opportunities, and technical assistance to a broad range of civil society organizations in Kosovo. Priority is given to proposals related to: freedom of movement, youth inter-ethnic projects, religious freedoms, human rights monitoring, free and objective media reporting on human rights, cultural events with multiethnic communities, local government cooperation and decentralization. Grants that promote cross-community reconciliation and dialogue include grants to either multi-ethnic CSOs or to partnerships between Serb and Albanian CSOs dealing with reconciliation throughout Kosovo.

Program Title

SHARE SEE - Self-Help and Advocacy for Rights and Equal opportunities in South East Europe

Aim of the program/project

The aim of the project is to develop sustainable capacities of civil society at the local and national levels to fight against discrimination faced by people with disabilities and to influence the policy reforms for equalization of opportunities and the protection of human rights of people with disabilities. More specifically, the project pursues the following objectives:

  1. An increase in the knowledge of DPOs on human rights instruments and anti-discrimination legal frameworks and mechanisms
  2. A strengthening of capacities of DPOs to make concrete proposals and to build coalitions in order to increase the impact of advocacy initiatives at local and national levels.
  3. A development of capacities of disability groups for the monitoring of policy reform processes in the role of watchdogs.
  4. An awareness raising and training of media representatives towards a change of perspective regarding disability, abandoning the charity approach in favor of human rights based approach to disability.
  5. The mainstreaming of disability as a crosscutting human rights issue among other civic movements especially within human rights organizations.

Aim of the program/project

The National Endowment for Democracy (NED) is a private, nonprofit organization created in 1983 to strengthen democratic institutions around the world through nongovernmental efforts.

The NED supports projects that promote political and economic freedom, a strong civil society independent media, human rights, and the rule of law. The Endowment's flexible and efficient grants program is able to assist democratic activists in diverse situations, such as transitional countries where the goal is democratic consolidation, authoritarian countries where the goals are liberalization, and the protection of human rights.

Specific requirements

In addition to evaluating how a program fits within the Endowment's overall priorities, the Board considers factors such as the urgency of a program, its relevance to specific needs and conditions in a particular country, and the democratic commitment and experience of the applicant. The Endowment is especially interested in proposals that originate with indigenous democratic groups. It is also interested in nonpartisan programs seeking to strengthen democratic values among all sectors of the democratic political spectrum.

Program Title

Peace and reconciliation initiatives in the Western Balkans

Aim of the program/project

The overall objective of the assistance is to promote peace, reconciliation and democracy in the region. The main purpose of Norway’s project assistance to the countries in the Western Balkans is to continue supporting processes related to regional stabilisation and Euro-Atlantic integration. Support for economic, political and social reform processes, institution-building, reform of the defence, security and justice sectors, and business development is being given particular emphasis.

As a general rule, the application form, including the budget template, must be used for all applications for support under this grant scheme. The form must contain complete and correct information. The application deadline is 15 February. Applications received after 15 February will only be considered during the second half of the year if there are available funds in the budget. Minimum-maximum amount for funding

A part of the funds is earmarked for bilateral project cooperation with some of the countries in the region, and separate national application procedures apply to these funds. Norway’s foreign service mission in Belgrade also administers separate funds for smaller projects aimed at developing civil society. Applications for projects with an annual budget of less than NOK 200 000 should be made to the mission.

Grants can be made for projects lasting up to three year.

Support should not be expected for the following activities:
• financing the export or import of goods or services
• marketing goods or services
• operating expenses beyond initial costs in the start-up phase

Priority will be given to projects that support reform processes that promote closer integration with Euro-Atlantic structures or other regional cooperation. Program Title

OSI Roma Decade Matching Fund

Aim of the program/project

In 2006, the Open Society Institute set up a matching fund for projects funded at the EU or national level under the umbrella of the European Year of Equal Opportunities for All 2007. The OSI Roma Decade Matching Fund is part of OSI’s support for the Decade of Roma Inclusion 2005–2015. Because of the positive response to the program, OSI will continue the Roma Decade Matching Fund in 2008, with particular focus on (but not exclusively linked to) the European Year of Intercultural Dialogue 2008.

So far, the projects were aimed at challenging negative attitudes toward Roma, advocacy, research and capacity building. Fields involved included education, gender, employment, the environment and Roma cultural identity.

·         Information about the applicant organization, brief history and list of main accomplishments; and a brief strategy for organizational development

·         Estimated amount of the requested core funding, information on the overall organizational budget for the granting period

I  HIV prevention and psychosocial support in prison work, focusing on women.

II Gender transformative HIV prevention with Roma communities in collaboration with local community stakeholders.

The proposing organization should provide minimally 30% co-financing, in-kind or from other funding sources. Additional co-financing will be reviewed favourably. 

The proposed project should ensure and demonstrate participation by marginalized or vulnerable groups in both the development and implementation.

Program Title

MTEC (Matra Training for European Cooperation)

Aim of the program/project

Matra (the Social Transformation Programme for Central and Eastern Europe) was developed by the Netherlands Ministry of Foreign Affairs to support the transition from totalitarianism to pluriform democracies in Central and Eastern Europe.

Areas of Assistance

MTEC consists of two different types of training:

  1. Academic programmes in areas of good governance (duration: 12 months). The themes for the Academic programmes in 2008 are: International/European Law, Public Administration, European Studies and Public Health 
  2. Training courses on transformation related issues (duration: 2-3 weeks), particularly concerning the preparation and finalization of EU-accession 

Geographical area

  1. New EU-member states
    Only civil servants from the countries which acceded on the 1st of January 2007, Bulgaria and Romania are eligible to apply for one of the courses (until the 1st of January 2010). Civil servants and students from these countries can apply for one of the academic programmes of MTEC latest for the study year 2009-2010.
    As of the 1st of January 2007 training facilities are no longer available for civil servants from the new Member States which acceded in May 2004.
  2. Candidate EU-member states
    In the case of the candidate member states Croatia, Macedonia and Turkey and the potential candidate member states Albania, Bosnia and Herzegovina, Montenegro and Serbia support will be continued until accession. Relations, including training facilities with those countries will be intensified. Candidates from these countries can participate in all MTEC courses and academic programmes in 2008.
  3. The Eastern and Southern neighbors
    The Eastern and Southern neighbors of the enlarged European Union (Russia, Belarus, Moldova, Ukraine, Morocco and Jordan) will qualify for bilateral co-operation and in some cases for MTEC.

Who may apply?

For the academic programme: To be eligible for the academic programmes you must work for the government (or governmental agency or an organization connected to the government) or be a recent university graduate with outstanding study results. You are not older than 35. All participants should have an excellent working knowledge of the English language. Candidates need to have passed a TOEFL-test (or equivalent) with a score of 600. The maximum number of participants per programme varies per year.

For the training courses: To be eligible for the training courses you must work for the government, a governmental agency or an organization related to the government. In exceptional cases, representatives from the private sector or from NGO's can apply, as long as their participation serves the accession, European integration process, or the bilateral relations with the Netherlands. All participants should have an excellent working knowledge of the English language.
The maximum number of participants per course is 50. As the courses are interactive, the participants will be divided over subgroups.

Aim of the program/project

The aims of Matra/KAP are development of an open, pluralist, democratic society. One of the main characteristics of Matra/KAP is its focus on small-scale, less spectacular initiatives of the kind that are usually overlooked.

Areas of assistance

To be eligible for a Matra/KAP grant, projects must promote the process of transformation into a pluralist, democratic society by helping to create a stronger, more diverse civil society. This process of transformation can take place in the following 12 areas: legislation & law; public administration, public order and police; information & media; human rights/minorities; environment/NGOs; environmental authorities; labor & social policy; culture; welfare; health care; housing; education.

Each project qualifies for one grant. No follow-up funding can be provided.

The Swedish Helsinki Committee for Human Rights (SHC) is a non-governmental human rights organization without political and religious affiliations. The purpose of SHC is to increase the respect of human rights and freedoms in accordance with the International Covenant on Civil and Political Rights, ICCPR of 1966 and the Helsinki Final Act of 1975, as well as to contribute to a democratic development in all Helsinki signatory states

The SHC seeks to contribute to an increased respect for human rights and thereby to contribute to the building of democracy. Fundamental for achievements in this regard is promotion of state systems based on rule of law.

The "Swiss Cultural Programme South East Europe and Ukraine" (SCP), which the Arts Council of Switzerland Pro Helvetia is implementing in accordance with a mandate received from the Swiss Agency for Development and Cooperation (SDC), enters a new and final phase, starting on January 1st, 2008. From now on, the programme will focus on the Western Balkan region with Albania, Bosnia-Herzegovina, Macedonia, Serbia and Kosovo and reinforce its regional approach. The programme is designed for a 5-years period and will be concluded in 2012.

Program Title

Swiss Cultural Programme in the Western Balkans

Aim of the program/project

The overall goal of the Swiss Cultural Programme in the Western Balkans is to contribute to the promotion of democracy and freedom of expression, to conflict resolution and the respect of minorities. It focuses on regional projects, with intercultural and interethnic cooperation, stressing youth and structures for broad cultural participation. Good governance and equity (gender, generations, and minorities) have to be taken into account by all cultural projects addressed to SCP.

Areas of Assistance

SCP in the Western Balkans works with two action-lines, regional cooperation projects and small actions. Future cooperation projects will be regional, i.e. involve at least two countries of the programme. Support of the Programme is directed towards Serbian art and culture professionals (artists, managers, curators, critiques, theoreticians, etc) in search for a genuine idiom enhancing development of the local cultural scene, promoting its identity and strong participation in the European artists' dialogue, in order to bolster the progress of the society in Serbia.

The goal of the Roma Education Fund is to contribute to closing the gap in educational outcomes between Roma and non-Roma, through policies and programs to support quality education for Roma including desegregation of educational systems.

  1. Support ideas, projects and programs that improve educational access and outcomes for Roma in the context of the Decade of Roma Inclusion 2005-15 with a particular emphasis on supporting systemic policy reforms and increasing coverage of programs that have been successfully piloted or identified in the country action plans.
  2. Involve Roma in all aspects of the Fund's operations and activities.
  3. Interpret "education" broadly to include formal and non-formal education and skills training, for children and adults.
  4. Operate as a financial instrument and a policy guidance and information sharing organization, but not as an implementing agency;
  5. Make available and leverage additional financial resources;
  6. Operate in a balanced manner in terms of different beneficiary countries and Roma communities;
  7. Support activities that are respectful and inclusive of Roma and the wishes of the Roma community, including taking into account the particular issues faced by Roma women;

Municipal Economic Growth Activity – MEGA. The programme is implemented by the Urban Institute (www.urban.org), an organization dealing with social and economic researches and implementing programmes for efficiency improvement of public administrations worldwide.

The aim of the programme is to improve through cooperation with Republic institutions, municipalities and towns in Serbia the conditions of business operations and investments at the local level, to contribute to job creation and to provide more efficient communication between the private and public sectors.

Program Title

UNICEF is implementing a five year Country Programme Action Plan (CPAP, 2005-2009) supporting the Government, Ministries, civil society and local communities. The goal is to ensure that children, in particular those who live in poverty and exclusion, enjoy and exercise their rights. UNICEF Country Programme comprises four sub-programmes:

1)    Social Policy Reform for Children

2)    System and Institution Building

3)    Community Mobilization;

4)    Partnership for Children’s Rights 

Aim of the program/project

The Social Policy Reform for Children program seeks to support the establishment of a national legislation and a national social policy framework for children in accordance with EU and international standards. To that end, UNICEF is assisting the Government in the development of laws, policies and strategies in various fields such as the reform of the institutions for children without parental care, support of fostering, deinstitutionalization, juvenile justice, child abuse and neglect, as well as in the health and education sectors.

The System and Institution Building program aims to strengthen access to quality and child-centered social services, especially for poor and excluded children at the local level. The focus is on 1) supporting models of home visitation to promote early childhood development and survival, 2) improving equal access to quality education, particularly for Roma children, 3) strengthening inclusive education of children with special needs, 4) promoting enabling environments for child development through the “School without Violence” program, and 5) strengthening the national HIV AIDS response through Life-skills based health education, and Youth-friendly health services, that target most at risk and especially vulnerable young people.

The Community Mobilization program has the objective to make children, their families and communities aware of, and able to participate in, decisions and processes affecting their lives. Support is provided to the decentralization of the National Plan of Action for Children, i.e. to the development and implementation of Local Plans of Action for children (LPA) in selected municipalities, which not only mobilize whole communities to promote and protect child rights, and identify excluded and invisible children, but also serve as a catalyst to enhanced civic participation. The LPA process facilitates the implementation of numerous cross-sectoral interventions that improve family care practices; reduce violence and abuse and neglect of children; and, increase healthy life style practices. Through the LPA process, whole communities, parents and children are being empowered to participate in decisions that affect them.

The Partnership for Child Rights program focuses on the promotion of a culture of the rights for children and on developing an environment for local fundraising and private sector partnership for children. This implies strengthening positive social and cultural norms and global values which address and redress exclusion and promote inter-ethnic relationships.

Program Title

UNDP programme in Serbia is directed towards development issues and agenda oriented towards EU integration. In line with the UNDAF framework, programme document for Serbia and action plan for the programme for Serbia for the period 2005-2009, UNDP is focused on the domains of public administration and judiciary reform, as well as on better access to services and rights and to promotion of local development directed towards achieving the Millennium Development Goals.  UNDP programme is implemented through three programme clusters (or thematic wholes), whereby attention is paid that different programmes/projects are thematically linked and that there is cooperation between clusters and the UNDP Department for implementation of the development policy. In the UNDP office in Belgrade there are following programme teams/programme clusters):  ·         Capacity building for accountable governance ·         Sustainable and local development ·         Inclusive development  Besides the above-mentioned teams, in the scope of the UNDP Belgrade Office there is also a Department for implementation of development policy that supports the activities of all teams and equally cooperates with the UNDP employees who work in the programme and with UNDP partners regarding policy issues. The Department prepares Annual Reports on national human development, as well as other reports related to implementation of specific policy (Reports on Millennium Development Goals).  One should take into account that UNDP is not a donor’s organization although it assists to governments of the host countries in issues related to development, and it develops partnerships with the civil society and private sector. UNDP is an intergovernmental organization that obtains funds from the UN member countries, as well as from fundraising actions at the local level. Donors at the local level are bilateral donors, such as Government of the Kingdom of Holland, Norway, Austria, SIDA, CIDA, DfID. In addition, a considerable number of projects are being realized through EU funds.

Urgent Action Fund for Women’s Human Rights

Aim of the program/project

Urgent Action Fund – UAF provides timely small grants to support strategic interventions in situations when the opportunity for improvement of women’s human rights emerges anywhere in the world. Such opportunities occur when an unexpected event – positive or negative – creates a situation in which an urgent intervention may have a significant impact.

Areas of Assistance

Activities supported by the Urgent Action Fund are very diverse, although the general aim remains improvement of women’s human rights.

Urgent Action Fund allocates grants for three categories:

·         Response to war, growing violence or unstable political environment

·         Legal or legislative actions that create opportunities for making precedent, or activities that aim to protect the already created precedent

·         Protection and safety of women defenders of human rights

 

Independently from the category, grant applications must meet the following criteria:

STRATEGIC – the activity is related to already existing plan for realization of structural changes that will improve women’s human rights.

UNFORESEEN AND URGENT – a situation or circumstance are unforeseen and action must be fast in order to be efficient.

SUSTAINABLE – the group is capable of efficient implementation of the proposed action and it may provide funds for the future work in the scope of the strategy.

SUPPORTED – the group is supported by others who deal with women’s human rights or related areas, locally or globally.

Women’s organization may apply for the grant. UAF does not allocate funds for individual projects or organization led by men.

Application procedure and deadlines

Urgent Action Fund provides additional funds for groups that already have a clear strategy that is being implemented or to coalitions of groups that react jointly to crises or new opportunities.

·         Application may be submitted directly to the Urgent Action Fund or through persons and organizations already known to the Fund.

·         We can respond faster to applications that include approval of one of our advisors or members of the Board, another donor or a well-known member of the women’s human rights community.

·         We accept applications in all languages, however, translation of applications submitted in a language not being English or Spanish may take some time.

·         We shall treat information given in the application as confidential, at your request. Applications to the Urgent Action Fund may be submitted by e-mail, fax or regular mail.

UAF responds to all applications within 72 hours.

Maximum amount is $5,000.

Project Duration

Taking into account activities supported by UAF, duration of such activities is between a few days and three months. Unfortunately, UAF is not allocating funds for general operating costs nor is it giving long-term support to organizations.

The economic and democratic development of Serbia is central to the future prosperity and political stability of Southeast and Central Europe. To determine how the United States could best assist Serbia over the next five years to achieve the goal of being a democratic and prosperous country moving towards Euro-Atlantic integration, USAID consulted with local and international experts, central and local government institutions, civil society, the private sector and other donors. Based on the input received, a new strategy was created which incorporates three key themes for addressing transitional challenges:

  • Building a strong investment climate
  • Fueling local economic growth
  • Strengthening democracy and economic security

The strategy adopts an innovative approach that integrates key democracy and economic growth components across themes and is designed to respond to any changes that may occur in the socio-political environment. USAID works with government institutions, indigenous and international non-governmental organizations and private businesses: to improve and accelerate the growth of the private sector through economic policy reform and assistance to businesses; to increase the participation and knowledge of citizens in political and economic decision-making; and to help democratic institutions at all levels to be more effective, responsive and accountable.

To optimize resources and the impact of programs, USAID will continue to form creative alliances with non-traditional partners such as the Diaspora and local financial institutions. USAID is confident that within the next several years, Serbia will reach a sustainable level of democratic and economic transition, and its assistance will no longer be needed. It is currently planned that the last year USAID will fund new projects in Serbia will be 2011, and these programs should then close out in one to two years.

In Serbia, WFD will work to increase citizens’ confidence and engagement in political processes and institutions.

Areas of assistance

We are interested in projects to strengthen public scrutiny of government work, standards of behavior in public bodies, transparency and accountability. We will also support attempts to build stronger representative institutions, at local and national levels, and encourage policies for inclusive civic and political participation.

We consider projects that can help develop skills, build knowledge, provide opportunities for people to share experience and above all undertake concrete action to bring about change in local communities. We are interested both in new ideas, and in replicating those that have worked successfully elsewhere.

In addition to grant making, WFD will selectively facilitate contact with appropriate experts, from the UK and/or third countries, who can offer advice and professional support.

Aim of the program/project

The main aim of the program Centrifuge is to support active engagement of young people (aged 15 to 30) in initiating and creating cultural programs in their local communities.

Specific requirements

Priority is given to the initiatives that encourage active participation of wider group of peole, not only members of youth organisations or direct beneficiaries of project activities. Application procedures and deadlines

When applying the provided application form pack should be used. The forms should be filled out according to the given guidelines in the Serbian, Hungarian, and Slovakian, Ruthenian or Romani language. Project proposals which aren’t sent by email and which don’t answer all the questions of the form will not be taken into consideration. Project may be sent in the period between 1st of May 2008 and 31st of May 2008 by email only, to the address: annabu@ehons.org. Project Proposals will be analyzed by the Grant Committee, which will reach a decision on approved grants by 30th of June 2008.

Minimum-maximum amount for funding

The maximum amount is 160.000 dinars.

Limitations

There are no limitations regarding the themes or target groups, but the Fund will not finance:

·         Profitable, commercial initiatives, micro credits and other ways of giving loans

·         Projects whose main goal is acquisition of equipment, restoration or building of objects.

·         Stipends, workshops, seminars and other activities without direct measurable impact on the target groups of the project.

·         Projects proposed by individuals, political or party organizations.

·         Retroactive financing of projects which are already underway or are finished.

During evaluation, priority will be given to projects:

·         Which allocate the larger part of the budget into direct project activities.

·         Which include more people or help a larger number of people;

Aim of the program/project

The program deals with developing, implementing and promoting the model of inclusive education with the aim of building inclusive educational policies on a local and national level. The competition for the most inclusive school has the aim of stimulating schools to develop and apply an inclusive approach. Program Title

Competition for credits intended for START UP programmes for non-working women and women entrepreneurs performing their activities for a period less than 3 years.

Aim of the program/project

The aim of this project is to render support to women who are not working and women entrepreneurs performing their activities for a period less than 3 years. Women in Serbia, and therefore in Vojvodina as well, suffered the burden of sanctions, wars, and the transition left a large number of them redundant. The fact is that in Vojvodina a large number of unemployed women have little chance to get a job and even less chance to start up or develop their own job without support.

Development of small and medium-sized enterprises and entrepreneurship in the territory of AP Vojvodina

The project started in the territory of Banat and spread all over Vojvodina.

Non-working women and women founders of small and medium-sized enterprises performing their activities for a period less than 3 years.

Application procedures and deadlines

Application procedures imply: applying for the competition, submitting the required documentation, making business plan, enclosing collaterals, issuing a guarantee and realization of credit. The competition is open until the guarantee potential is fully used.    

Minimum-maximum amount for funding

For START UP projects, the maximum amount is RSD 1,000,000.00, while for women entrepreneurs it amounts to RSD 2,000,000.00. 

Project Duration

The project started in 2007, and competition is ongoing until the guarantee potential is fully used.        

Limitations

The competition is limited to the territory of AP Vojvodina and in the first place intended for non-working women and women entrepreneurs performing their activities for a period less than 3 years.

Aim of the program/project

The MDF programs are aimed to improve socio economic situation of economically active and poor people by offering financial and non-financial support services.

Areas of Assistance

Business micro loan program offers financial support for purchase of the necessary assets and raw material for starting or developing small-scale businesses.

Besides, MDF offers housing micro loans for purpose of small renovations/ adaptation of the houses for IDPs. The housing loans is aimed for purchase of the construction material, engagement of the qualified labor, installing of plumbing and electricity installation into the existing housing units.

Business Development Services are aimed to IDPs who need to improve their skills and education through attending vocational training courses that would help them to find employment or self employment possibilities.

Support packages are aimed to beneficiaries of the SIPR housing units.

MDF works in 16 municipalities of central and south Serbia: Kragujevac, Jagodina, Krusevac, Nis, Prokuplje, Kraljevo, Vrnjacka Banja, Trstenik, Cacak, Gornji Milanovac, Poega, Arilje, Uzice, Nova Varos, Valjevo, Cajetina,

Who may apply?

Business micro loans are offered to Refugees, IDPs and small scale entrepreneurs that have hard or no access to the bank loans.

Housing loans are aimed to IDPs.

Vocational Trainings are offered to IDPs and Refugees.

Especially, the Vocational Trainings are offered to the MDF micro loan beneficiaries in order to enhance self-employments of their family members and to extend the range of their business services.

MDF Support packages are targeted only to SIRP housing unit beneficiaries who got social housing flats funded by the UN HABITAT.

Application procedures and deadlines

Business micro loans and Housing loans are offered at simple procedures by accessible loan officers locally who provide all necessary information, assistance and advices in application process.

Applications for micro loans are available every working day with no project/time limitations. Frequency of loan disbursement by the bank is 3 times a month.  

Vocational Training applications are available until 15th December 2008.

Support packages project ends at 30th September 2008. The beneficiary needs assessments are accomplished.

Minimum-maximum amount for funding

Business micro loans are offered in RSD. Maximum loan amount for the first loan is up to 200,000 RSD with repayment period of 6-18 months and for repeating loans up to 500,000 RSD with repayment term of maximum 24 months with monthly interest rate of 2,8% declining balance. Bank fee: 2%. Collateral: promissory note and salary ban.

No deposit or contribution is required by the clients.

Housing loans are offered in RSD currency up to 300,000 RSD and up to 24 months with monthly interest rate of 1,8% at declining balance. Bank fee: 2%. No deposit and cash contribution is required by the clients.

Vocational trainings per individual trainee are free of charge – no cost to the trainees.  

Support packages are provided by 20% cost participation by the beneficiary and the rest is covered by the MDF from UN Habitat funding source, with exemption of micro loans that are funded by UN Habitat 20% and MDF sources of 80%. Vocational Trainings are free of charge to beneficiaries.

Project Duration

Micro loans are offered all the time, with no time/project limitation.

Vocational Training project ends at 31 December 2008.

Support packages project ends at 30th September 2008. Time extension is possible only for Valjevo.

Limitations

There might be chances for the Vocational Training project continuation in 2009.

Program Title

Social Innovation Fund (SIF)

SIF is a program of the Ministry of Labor and Social Policy of the Republic of Serbia, which is implemented in cooperation with the United Nations Development Program (UNDP). The work of the SIF is being carried out with the support of the Government of the Republic of Serbia, the European Union through the European Agency for Reconstruction, The government of Norway and Great Britain’s Department for International Development (DfID)

Aim of the program/project

In essence, SIF is a mechanism for the reform of the system of social protection, which has been created to help the sector deal with the growing social challenges of a transitional society. SIF also contributes to the reduction of poverty and works on the development of partnership between the public sector and the nongovernmental sector. This mechanism enables quick local reforms in the sphere of social protection, provides models of good practice and strives for exchange of experience in providing services.

 

Call for proposals for local projects. So far, we have invested 6 million EUR into development of social protection and we have supported 232 projects in local communities of Serbia. The Fund cooperates with 4 local non-government organizations performing monitoring and evaluation of these projects in local communities.

Call for proposals for local self-governments. In addition, SIF has initiated activities of capacity building for local self-governments in the sphere of strategic planning of development of social protection on a local level. In its first phase, the program included 40 municipalities in Serbia. These 40 municipalities developed strategies of development of social protection and during November of 2007, they were invited to apply for funds for development of services, which were identified as being of high priority in the strategies of development. During November of 2007 40 additional municipalities were included in the program of development of strategies, and during 2008 they are invited to apply for funds for the development of their services.

Development of Treatment and Training Programs

This Call for Proposals consists of two priorities. The first priority implies the following groups of beneficiaries with the need for special protection:  persons with developmental problems with a particular emphasis on children and youth, children and youth with behavioral problems, and young people in conflict with the law. The second priority was the support to the development of treatment program for follow-up training programs of immediate work with children and youth with behavioral disorders and in conflict with the law, which structure the content of extra-institutional services for this target group.

Target group for the first priority are children, youth and persons with mental disabilities and the second priority considers children and youth with behavioral disorders and in conflict with law.

Program Title

Fund for allocation of a part of funds from earmarked earnings of the budget of the Republic, acquired by organizing games of chance, and used for financing local self-governments 

Aim of the program/project

Allocation of funds shall be carried out for the purpose of achieving the following aims:

  1. Participation in providing the missing part of funds, fully or partially, for implementation of new or completion of initiated projects financed from the budget of the local self-government unit that are of special importance for the life of citizens in its territory.
  2. Rendering assistance to the local self-government unit in implementation of the programme of rationalization or capacity building of local self-government bodies.
  3. Rendering assistance to the local self-government unit that is struck by natural disaster or any other large-scale crisis.
  4. Rendering technical and other assistance for the purpose of modernization of work of local self-government unit bodies.
  5. Participation in providing the missing part of funds, fully or partially, for meeting requirements for the use of donor’s assistance, when the local self-government unit is not capable of providing that part of funds from its own revenue.

The Decree on the method of allocation of a part of funds from earmarked earnings of the budget of the Republic, acquired by organizing games of chance, and used for financing local self-governments (“Official Gazette of RS”, Nos. 75/2005 and 117/2005) regulates the method and procedure of allocation of funds acquired by organizing games of chance, and used for financing local self-governments, in compliance with the Law on Games of Chance (“Official Gazette of RS”, Nos. 84/04 and 85/2005). These funds are managed by the Ministry of State Administration and Local Self-Government, in compliance with the Law.

  1. Criteria for establishment of proposal No. 1 for allocation of funds:

-       to what extent does the project which applied for allocation of funds contribute to realization of primary activities of the local self-government unit;

-       what phase is the project in, how many funds are needed for realization of the initiated project, what is the total financial value of the project, for what date is anticipated the completion of the initiated project;

-       Actual contribution of the project to improvement of the living standard and living conditions of citizens in the territory of the local self-government unit.    

  1. Criteria for establishment of proposal No. 2 for allocation of funds:

-       number, age and qualification structure of employees in the local self-government unit bodies at the time of submission of application and in the year prior to the one in which the application was submitted;

-       programme of rationalization, or capacity building of the local self-government unit bodies;

-       total amount of funds needed for benefits for the redundant employees;

-       Total amount of budget funds earmarked for social contributions, as well as for professional development and capacity building of employees.  

  1. Criteria for establishment of proposal No. 3 for allocation of funds:

-       the level of damage caused by natural disaster or any other large-scale crisis.

  1. Criteria for establishment of proposal No. 4 for allocation of funds:

-       the level of technical equipment, as well as the need for raising the present level of equipment of the local self-government unit bodies;

-       contribution to the use of these funds for achievement of the aims of local self-government reform, their impact on the efficiency of service rendered to citizens and on performing the work they are entrusted with;

-       Impact on stimulation of new investments and donations that contribute to the development of the local self-government unit.

  1. Criteria for establishment of proposal No. 5 for allocation of funds:

-       That all other legal and technical conditions for the use of the donor’s assistance are met.

Applications with all the necessary documents for the purpose for which it is applied and with a filled out prescribed application form referred to in Article 17 of the Decree (that may be obtained in the Ministry, 4th floor, room 5, or by e-mail through the website of the Ministry), Decision on the budget for the year of application submission, Annual Balance Sheet from the previous year, Decision on the municipal administration and Act on internal organization and systematization shall be submitted by the local self-government units to the Ministry of State Administration and Local Self-Government – Commission for conducting the procedure and establishing the proposal for allocation of funds, Belgrade, Birčaninova 6, within 30 days following the date of publication of the call for proposals in the “Official Gazette of the Republic of Serbia”.

Financing the programme in the domain of sports at the Sports Sector  

Aim of the program/project

Long-term aim of the Ministry of Youth and Sports is the development of sports in Serbia, with securing better conditions for professional sports activities but also development of recreation and school sports, which is the base for recruiting future champions.

Through the Ministry of Youth and Sports is realized the general interest in the domain of sports (Law on Sports, Article 69):

-       securing conditions for development of top-grade sports creativity and sports competitions of school and university students;

-       building, equipping and maintaining sports facilities of interest for the Republic;

-       research-development and scientific-research work in sports;

-       organization of sports competitions and sports events of interest for the Republic;

-       international sports cooperation;

-       activities of organizations in the domain of sports founded by the Republic of Serbia and activities of organizations founded by the territorial unit, or any other organization, which conduct operations with state-owned funds and which provide conditions for development of top-grade sports creativity due to their stationing, purpose, structure and equipment;

-       realization of programmes or parts of programmes of other organizations (sports centres, sports camps etc.) that contribute to development of sports;

-       securing for top sportsmen – amateurs the health insurance rights;

-       scholarships for top sportsmen intended for sport skills improvement and financial support to top sportsmen with special merits;

-       National recognitions and awards for special contribution to the development and reputation of sports.

Financing projects in the domain of youth policy   

Aim of the program/project

Long-term aim of the Ministry of Youth and Sports, Youth Sector, is improvement of the position and improvement of quality of life of young people. The vision of the Ministry is that Serbia becomes a country in which young people will actively take part in all spheres of social life, primarily in creation and implementation of the youth policy. Ministry’s obligation is to support young people in these efforts through a combination of different programmes, measures, activities in all fields critical for the youth policy.

The Youth Sector’s activities comprise:

-       Monitoring and implementing measures in the domain of informal education, leisure time and participation of young people in the social life;

-       Monitoring, making proposals, passing and implementing legal measures and programmes, as well as supplementary legal acts in the domain of youth policy;

-       Activities in the fields of youth policy, education and informal education, leisure time, voluntary work, culture, information and international cooperation;

-       Assistance in creating conditions for organizing youth activities and for acting of youth organizations;

-       Assistance in the domain of international exchange and participation in international youth gatherings;

-       Stimulating different activities and youth programmes and creating conditions for including young people in the social life and decision-making processes.

Aim of the program/project

The aim of the above mentioned financing and co-financing by the Provincial Department of Education and Culture is improvement of work of institutions for education and culture in AP of Vojvodina, through financing or co-financing all structural elements which compose and influence the work of these two important fields.

The exception is the call for "Dr Đorđe Natošević" awarding ceremony, which will be announced on 1st February, and will be open until 31st May, and refers to the following school year.

Decision on special forms of social protection in the Autonomous Province of Vojvodina

Aim of the program/project

This Decision establishes special forms of social protection which have the goal of further developing the system of social protection in AP Vojvodina

Program title

There is an option of applying for funding and there are calls for proposals for specific target groups (youth, persons with disabilities, Roma, women, the unemployed) in the areas which are under jurisdiction of the Provincial secretariat.

6) seal and signature of the authorized person on the request

After the request has been considered and approved, a contract is made with the user of the funds, and the funds are paid out to the user account after the signing of this contract. Program Title

Donations and transfers to municipalities in APV in which the language and writing of a national minority are in official use.

Aim of the program/project and areas of assistance

Funds are allocated for co-financing projects which are focused on applying the established official use, determined by the statute of the municipality and city of Novi Sad, of language and writing, primarily for:

-       printing of bilingual or multilingual forms (administrative paperwork) which are used in the workings of the municipal administration or for other uses;

-       preparing adequate computer program for working in multilingual conditions and creating conditions for their realization;

-       expenses of creating and putting up boards with names of municipal bodies and organizations, inhabited places on road signs, streets and squares written in languages of national minorities which are in official use in the inhabited place, municipality or the city of Novi Sad.

For both programmes are announced public competitions, two or three times per year. Average duration of competitions is two months. Applicants submit adequate documentation, which is defined in the Decrees on the bases of which the programmes are implemented.

€2,000 to €10,000 per new work post, depending on the business activities;

Minimum amount of non-repayable funds is RSD150, 000, while maximum amount is

RSD 1,500,000.

  1. Duration of the Decree on Conditions and Method of Attracting Direct Investments (”Official Gazette of RS” Nos. 56/2006, 50/2007 and 70/2008) is limited to 31 December 2010.
  2. Project of internalization of companies is renewed every year.

  1. Application under the Decree on Conditions and Method of Attracting Direct Investments is limited to companies.
  2. Application under the Decree on Conditions and Method for Internationalization of Companies is limited to small and medium-sized enterprises.

Specific requirements

1.    The investor is undertaking obligation to invest a specific amount, a minimum of €1 million and to employ a minimum of 50 new employees, when it refers to production activities; or €500,000 and employment for a minimum of 10 employees, when it refers to service activities that are the subject of international trade; or €250,000 and 10 emoployees when it refers to research-development activities.

2.    The Agency shall bear up to 50% of actual costs for promotional activities, but not more than RSD1,500,000, while the rest of the costs shall be borne by the company. Funds are paid on the refund basis.

Stimulating economic activity, increasing employment, increasing the level of technical equipment; better use of existing capacities, stimulating export, substitution of import, saving of energy, environmental protection.

Crediting of development programs in the areas of agriculture, production, refinement and services.

Territory of the Autonomous Province of Vojvodina – crediting of legal entities, entrepreneurs and individual agricultural households whose headquarters or residence is on the territory of AP Vojvodina.

Small and medium enterprises, entrepreneurs, agricultural collectives, cooperatives, holders of individual agricultural households and individuals not actively working who are registered at the National Employment Services.

Application procedures and deadlines

Vojvodina Development Fund undertakes crediting through an open competition. During the year the Fund puts out a number of open competitions and each is directed at different categories of users. The open competitions are put out in the daily press and in the press in the languages of nationalities and are published on the website of the Fund www.vdf.org.yu. They are open from 30 to 45 days, and in the text of the competition the terms and rules of crediting are specified. Submitting the application and documentation is done at the local offices of the Fund in the 45 municipalities of AP Vojvodina. After the end of the open competition, during the next 30 days the applications are evaluated. The proposition for approval of funding is examined in the Commission for classification (Komisija za plasmane), and finally the approval of funding is determined by the decision of the Managing board of the Fund.
